Board of Directors

The BSAEDC Board of Directors is comprised of 11 municipal and business leaders from the Cities of Biddeford and Saco, including 2 City of Biddeford appointees, 2 City of Saco appointees, 1 Chamber of Commerce appointee, and 6 internally elected directors (3 Biddeford residents or business owners and 3 Saco residents or business owners). Each of these directors brings a unique experience and perspective on economic development initiatives in the area, described as follows:

Maryanna Arsenault, President/CEO, HomeHealth - Visiting Nurses of Southern Maine, Saco Maine.  Mrs. Arsenault is a "Saco Elected Director" and she currently serves as BSAEDC's Vice President.  She has a graduate degree in public administration from Clark University and a baccalaureate degree in social work from Temple University.  In addition to her activities with BSAEDC, Mrs. Arsenault serves on the boards of the York County Community College Foundation and Home Care Alliance of Maine.  She is also an active member of the Visiting Nurse Associations of America Legislative Committee.

Donald Ballute, Vice President, Paquin & Carroll Insurance, Biddeford Maine.  Mr. Ballute is a "Biddeford Elected Director". He is a graduate of the State University of New York and has several insurance designations.  He currently serves as a volunteer director for Sweetser and is a member of the Advisory Boards of The University of New England and Northern York County YMCA.

Kim Dennis, General Manager of Homewood Suites by Hilton, in Scarborough.  Mrs. Dennis is a "Saco Elected Director".  She lives in Saco and has 30 years of hospitality experience in Maine and serves as a board member of the Maine Innkeepers. 

Dan D'Entremont, Co-owner of Dirigo Partners, LLC, a Maine-based management consulting firm and professor of Accounting and Finance at USM.  Mr. D'Entremont currently serves as BSAEDC’s Treasurer.  Mr. D'Entremont is a "Biddeford Elected Director".  He recently retired as V.P. of Finance from L.L. Bean, Inc. after 24 years and now lives in Biddeford with his wife. In addition to his activities with BSAEDC, he also serves on the Board of Trustees of the University of New England and served on the Board of Directors for theMaine Development Foundation from 1999 to 2004 (Treasurer in 2003, Board Chair in 2004).

Daniel Stevenson, Director of Economic Development, City of Biddeford, Maine. Mr. Stevenson is a representative of the City of Biddeford. He has over 12 years of professional experience in the community and economic development field, including 10-years with Maine Department of Economic & Communiity Development (DECD). As the Director of Economic Development, Mr. Dodge is responsible for business assistance and attraction, infrastructure and industrial park development and downtown development activities. In addition to his activities with BSAEDC, he also serves on several boards within the community.

Mike Knowles, Manager, Smith, Elliott, Smith & Garmey, Saco, Maine.  Mr. Knowles is arepresentative of the Biddeford-Saco Chamber of Commerce & Industry.

Peg Levasseur, School-to Work Mediator, Biddeford Regional Center of Technology, Biddeford, Maine. Ms. Levasseur is a "Biddeford Elected Director". She is a graduate of the University of Maine at Orono with a Bachelor of Arts in Liberal Arts. She has worked for the Maine Department of Labor. Her current work involves teaching and assisting students with pre-apprenticeship and School-to-Work programs.

Peter Morelli, Director of Economic Development, City of Saco, Maine. Mr. Morelli is a representative of the City of Saco. He is a graduate of the University of Southern Maine and pursued advanced coursework at Tufts University in Urban & Environmental Policy. Mr. Morelli is currently BSAEDC’s Secretary. He has 11 years of professional experience directing the economic planning and development programs of the City of Saco and is responsible for business assistance and attraction, infrastructure and industrial park development and downtown development activities. In addition to his activities with BSAEDC, he has served as President of the Maine Association of Planners; he currently serves on the Deering Center Neighborhood Association and the Friends of Evergreen Cemetery.

Jeff Christenbury, Councilor, City of Saco, Maine.

Joanne Twomey, Mayor, City of Biddeford, Maine.  Mayor Twomey or her assigned representative from the City Council is a representative of the City of Biddeford.

Robert Quentin, EVP, Treasurer, Saco & Biddeford Savings Institution, Saco, Maine.  Mr. Quentin is a "Saco Elected Director".  Mr. Quentin currently serves as BSAEDC’s President. Mr. Quentin has professional experience as an accountant/auditor and controller in the private sector.   In addition to his activities with BSAEDC, he also serves on several non-profit boards around the community.

Loan Committee

The Loan Committee is composed of 7 individuals, including 5 appointed by the Board of Directors and the Vice President and Treasurer of the corporation. The Committee, made up of area citizens with backgrounds in law, accounting, banking, finance and business, approves all loan requests. All loans are administered through a computerized loan servicing software package offering a multitude of options and report generating capabilities.
